President Trump said his administration had raised the issue with Ukrainian President Volodymyr Zelenskyy, blaming the strikes rather than the war with Iran for diesel shortages.

A senior European official involved in mediation discussions disputed that explanation, telling Politico anonymously that Washington was making Ukraine a scapegoat for its difficulties over Iran.

The official argued that any agreement to stop attacks on energy infrastructure must be reciprocal, requiring Russia to halt its strikes on Ukraine's energy grid.
