This comes as Russia launched what Kyiv's mayor called the most massive attack on the Ukrainian capital, and as researchers said the Kremlin ran an 18-month drone surveillance campaign against European nuclear sites.

Iran's deputy foreign minister announced that indirect talks with the US in Doha on implementing the two countries' memorandum of understanding had concluded, with participants agreeing that a communication channel would be established to report and record violations.
The Qatari-mediated negotiations focused on the flow of shipping through the Strait of Hormuz and the release of Iranian assets restricted under US sanctions.
Trump said the "denuclearisation of Iran is moving along well" following what he described as very good meetings, though Iran and Qatar contradicted his earlier claim that direct talks would take place.
Foreign Minister Abbas Araqchi warned that Iran would respond immediately and powerfully to any threat, saying Washington had committed to restraining Israel.
The talks come days before the funeral of Iran's late supreme leader Ayatollah Ali Khamenei, which officials expect to draw between 15 and 20 million mourners in what would be the largest state funeral in the country's history.
